On May 7, 2025, the City of Tucson Housing & Community Development Department intends to seek the release of Community Project Funding (CPF) from the U.S. Department of Housing and Urban Development (HUD). This funding request focuses on the Housing First Resource Center at Amphi Phased Project, which aims to transform a decommissioned fire station into a center offering congregate shelter and supportive services.
The project involves a Planned Area Development (PAD) and rezoning process to accommodate a low-barrier emergency shelter. This facility is designed to offer essential services and stable temporary housing for individuals experiencing homelessness. The City of Tucson, in collaboration with Old Pueblo Community Services (OPCS), will manage outreach, housing navigation, behavioral health, and various support services. The site may also function as a cooling center during extreme heat.
Renovations and maintenance are planned for the former fire station to support up to 50 residents. These activities include necessary facility repairs and renovations, along with the provision of essential furnishings and equipment. The subsequent project phase encompasses building rehabilitation and addressing environmental hazards.
Future developments might include further property enhancements, though specifics are yet to be determined.
The project, located at 250 West King Road in Tucson's Amphi Neighborhood, is set to cost an estimated $7,757,000. Approximately $957,000 of this is expected to come from CPF funds, supplemented by a grant from the Arizona Department of Housing for shelter operations.
