U.S. Congressman Juan Ciscomani has been recognized as the most effective lawmaker from Arizona in the 118th Congress, according to the Center for Effective Lawmaking (CEL). The two-term congressman from Tucson was rated as the 15th most effective in the House and ranked third among freshman representatives who exceeded expectations.
Juan Ciscomani, who serves on the House Appropriations and House Veterans’ Affairs committees, commented on his performance: "It’s about getting the job done,” he said. “I was sent to Congress by my constituents to deliver common sense, lasting results for the people of Arizona’s 6th Congressional District, and that is exactly what I’m doing. Being recognized as one of the most effective lawmakers in the House during my freshman term is an honor and a reflection of that mission."
The CEL, a partnership between the University of Virginia's Frank Batten School of Leadership and Public Policy and Vanderbilt University, emphasized that effective lawmakers were able to pass initiatives despite political disruptions and perceived gridlock in the Capitol. Ciscomani's approach of "don’t take no for an answer" was cited as key to his legislative success, particularly for residents of southeastern Arizona.
Ciscomani stated, "Whether it’s pushing legislation to secure the border, support our veterans, safeguard Arizona’s water, or protecting our seniors, I don’t take no for an answer. I am proud of what my office and I were able to accomplish for our constituents in my first term, and I am keeping my foot on the pedal to do even more for our district in my second term."
Under CEL's criteria, which assesses members of Congress based on 15 metrics like the legislative progress of bills and their substance, Ciscomani introduced 24 substantive bills. Of these, six passed in the House, and two became law. His legislative focus areas included defense, the budget, energy, public safety, and border security.
Notable legislative achievements include the VET-TEC Authorization Act of 2023 and the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, which was signed into law on January 2, 2025. Other bills include the Agent Raul Gonzalez Officer Safety Act, the Critical Mineral Consistency Act, the Prioritizing Veterans’ Survivors Act, and the Udall Foundation Reauthorization Act of 2023, which became law on March 23, 2024.
Ciscomani was also recognized by the Lugar Center as the most bipartisan member from Arizona in the House of Representatives.
