The City of Tucson and Pima County have collaborated on a draft for the Federal FY2025-2029 5-year HUD Consolidated Plan, covering the period from July 1, 2025, to June 30, 2030. This plan includes Annual Action Plans for Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) programs. The plans outline strategies to address housing, homelessness, and community development needs for low- and moderate-income individuals and special needs populations.
Separately, both entities have prepared their respective FY2025 Annual Action Plans for the fiscal year starting July 1, 2025. The City of Tucson's plan outlines an estimated $5,068,664 in CDBG funding, $463,021 in ESG funding, $1,054,399 in HOPWA funding, and $3.148 million in HOME consortium funding managed through an agreement with Pima County. Pima County's plan describes using approximately $2.568 million in CDBG funds and $234,278 in ESG funds.
The goals of the City of Tucson include investing in community facilities and improvements; human and public services; affordable housing for renters and homeowners; preventing homelessness; providing housing and services for people with HIV/AIDS; and program administration. Pima County aims to invest similarly but focuses on homeowner housing instead of renter housing.
Residents are encouraged to review these documents from March 12 to April 10 at specified locations or online platforms provided by both governments. Comments can be sent via mail or email to Andrew Paredes at the City of Tucson or Joel Gastelum at Pima County by April 10.
Public hearings will be held to gather input: one by Pima County on April 15 at the Board of Supervisors Hearing Room and another by the City of Tucson on April 22 at City Hall's Mayor and Council Chambers. Both venues offer accessibility accommodations upon request.
