Legislation aims to boost skilled workforce amid U.S. housing crisis

U.S. Congressman Juan Ciscomani has reintroduced the Creating Opportunities for New Skills Training at Rural and Underserved Colleges and Trade Schools (CONSTRUCTS) Act, aimed at addressing the shortage of skilled residential construction workers. The legislation proposes a grant program to fund educational and certification programs in community colleges, junior colleges, and trade schools.

Ciscomani emphasized the importance of homeownership as part of the American Dream, noting that it has become increasingly unattainable due to rising costs driven by a lack of skilled workers. "Owning a home is an integral part of the American Dream, but unfortunately, it has become out of reach for too many," he stated. He further explained that his bill seeks to expand access to training programs in underserved areas to support well-paying jobs and increase housing supply.

The bill is co-sponsored by Representatives Ryan Zinke (R-MT), Marie Gluesenkamp Perez (D-WA), and Don Davis (D-NC). A similar bill was introduced in the Senate by Senators Jacky Rosen (D-NV) and Marsha Blackburn (R-TN).

Organizations such as Pima Community College, Southern Arizona Home Builders Association, and National Association of Home Builders have expressed support for the legislation. Dr. Jeffrey Nasse from Pima Community College remarked on its potential benefits: “The CONSTRUCTS Act will enable colleges like Pima Community College to expand training for the construction and homebuilding industry."

David Godlewski from the Southern Arizona Home Builders Association highlighted how this initiative could address worker shortages affecting housing affordability: “A shortage of construction workers has had a negative impact on the supply of new housing." Carl Harris from NAHB praised bipartisan efforts: “NAHB commends Reps. Juan Ciscomani...for championing bipartisan legislation that will help ease the nation’s housing affordability crisis."

Congressional colleagues echoed these sentiments about tackling labor shortages impacting their states' housing markets. Congressman Zinke noted: "The housing crisis is putting a lot of strain on Montana families." Congresswoman Gluesenkamp Perez stressed investing in career pathways for young people: "When we invest in fulfilling career pathways...it allows us to pick up the pace of residential construction." Congressman Davis added: “By investing in construction education...Congress can create a robust talent pipeline.”
