The City of Tucson is in the process of updating its Development Impact Fees program, a requirement mandated by A.R.S. § 9-463.05(D)(3). These fees are imposed on new developments to cover infrastructure costs related to growth, specifically for streets, parks, and police and fire facilities. The last update occurred on June 9, 2020.
To assist with the current updates, the city has engaged TischlerBise as consultants. They are working with city staff to prepare updates to the Land Use Assumptions (LUAs) and Infrastructure Improvements Plans (IIPs), which will be reviewed by the Mayor and Council.
The LUAs include growth projections for population and housing over a ten-year period. These assumptions provide essential data about changes in land use, densities, intensities, and population within a specified service area. Current demographic estimates and future projections have been prepared using data from January 1, 2024.
The IIP requires collaboration with various city departments including Fire, Police, Parks and Recreation, and Transportation and Mobility. A draft report has been prepared that lists projects eligible for impact fee funds due to growth. This list will be refined before being considered for adoption by the Mayor and Council.
Once adopted, these plans will remain fixed until amended every five years. The project list includes initiatives designed to benefit both immediate areas of growth as well as contribute to a broader citywide system.
