Tucson updates development impact fees program with new infrastructure plans

The City of Tucson is updating its Development Impact Fees program, which imposes fees on new developments to cover infrastructure costs related to growth. These fees are allocated to streets, parks, and police and fire facilities. According to A.R.S. § 9-463.05(D)(3), cities must update their Land Use Assumptions (LUAs), Infrastructure Improvements Plans (IIPs), and adjust impact fee schedules every five years. The last update was on June 9, 2020.

This year, the city has engaged TischlerBise as consultants to assist in preparing updates for consideration by the Mayor and Council. The LUAs will provide growth projections for population and housing over a ten-year period. State statute defines LUAs as "projections of changes in land uses, densities, intensities, and population for a specified service area over a period of at least ten years and pursuant to the general plan of a municipality." Current demographic estimates from January 1, 2024, are used for calculating service levels provided to existing development in Tucson.

The Infrastructure Improvements Plan (IIP) is also required by state statute as part of the Development Impact Fees program. In collaboration with city staff from Fire, Police, Parks and Recreation, and Transportation and Mobility departments—who assess impact fees—a comprehensive list of projects has been developed by TischlerBise in a draft IIP report. Once refined, this list will be included in the final IIP report for adoption by the Mayor and Council.

Upon adoption, these plans will remain fixed until amended on a five-year cycle. The draft project list identifies projects eligible for impact fee funds due to growth; these should be distributed citywide with concentration in growth areas while benefiting both immediate areas and contributing to a citywide system.
